Military Medical Commission
Contents
The personnel must undergo a military medical commission (MMC) to record their current health condition and determine the causal link of any injury sustained. This must be done as soon as possible after the injury – no later than one month after the injury.
This commission determines the need for long-term treatment, treatment abroad, medical leave, rehabilitation, prosthetics, and other related services. It also determines further fitness for military service.
In practice, military personnel most often receive a referral to the MMC from:
1) The medical institution where treatment takes place
The institution issues a referral to the MMC if it is necessary to establish the causal link of an injury/illness; to determine the need for long-term treatment, including treatment abroad; after treatment ends, to determine the need for medical leave following an injury; or if, during treatment, it is found that the injury renders the personnel unfit for military service.
The personnel do not decide for themselves when to undergo the MMC. This is the prerogative of the attending doctor. At the same time, it is important to stay in regular contact with the doctor and ask when the MMC will take place (especially if the four-month period of continuous treatment is coming to an end).
Often a separate referral document is not issued, since the medical examination will most likely take place in the same institution where the personnel is undergoing treatment.
2) The unit commander
The unit commander issues a referral to the MMC if it is necessary to establish the causal link of an injury/illness; if during service the personnel's health significantly deteriorated, affecting their ability to perform military duties; or if signs were discovered during service that render the personnel unfit for military service (only on a doctor’s recommendation).
To receive a referral to the MMC from command, the personnel must submit a report requesting a referral to the MMC. Such a report may also be submitted through the Army+ application if the personnel are serving in a formation of the Ministry of Defence.
After this, it is necessary to register for the MMC through the electronic queue (although this possibility does not exist in all units). The personnel must contact the head of the unit’s medical service, who, using the electronic system, sets the date and time when the personnel must appear at the medical institution for examination.
The law does not define the validity period of an MMC referral. The personnel must appear on the date indicated in the referral. If no date is indicated, the MMC must be passed at the first opportunity.
A referral to undergo the MMC is issued to personnel before they depart from the unit.
Documents to Collect Together with the Referral
The military unit sends originals or copies of the MMC referral and other documents to the medical institution, either electronically or in paper form.
It is advised to make both paper and electronic copies of all these documents before the medical examination.
When a Referral to the MMC Is Not Issued
It is advised to contact the Service for the Protection of Personnel’s Rights at the Ministry of Defence. They assist in obtaining the necessary documents.
