Entry and Exit of Foreign Military Personnel

If a foreigner does not yet have documents for temporary or permanent residence, they must enter Ukraine on the basis of a valid visa, unless otherwise provided for by international treaties or effective Ukrainian legislation.
Usually, if a foreigner’s purpose is to stay in the country for an extended period (for military service or to provide tactical and other assistance), they must obtain a long-term visa of type D.
If a foreigner entered Ukraine on the basis of another visa and later decides to sign a contract for military service, they must leave Ukraine to obtain a type D visa (on the basis of a temporary residence permit or immigration permit). In this case, the contract and the military registration document confirm the legality of their stay in Ukraine for the entire period of validity.
If a foreigner is a citizen of a state with which Ukraine has a visa-free regime, they may enter Ukraine and stay for up to 90 days within a 180-day period. During this period, they may apply for documents granting the right to long-term stay. An application and necessary documents must be submitted no later than 15 days before the permitted stay expires (otherwise, the period of stay must first be extended).
Foreigners and stateless persons lawfully residing in Ukraine have the right to leave freely, except when:
By court decision, the departure of a foreigner or stateless person may be temporarily postponed until they fulfil property obligations to individuals or legal persons in Ukraine, unless otherwise provided for by Ukraine’s international treaties.
