Foreigners and stateless persons who:
• have signed a contract for military service in Ukraine are considered to be lawfully residing temporarily in Ukraine for the duration of the contract and for three months after its termination/dissolution.• have provided instruction assistance (firearms, tactical, medical and other training) to military formations while being directly present in areas of national security and defence operations, and have received a temporary residence permit, are considered to be lawfully residing in Ukraine, including in cases where their passport has expired or requires replacement, until the end of the temporary occupation of Ukrainian territory by the Russian Federation.
Temporary residence in Ukraine for such foreigners and stateless persons is confirmed by their military registration document (service certificate).
Authorities Issuing Documents to Foreigners
• Temporary residence permit – territorial office of the State Migration Service (SMS), regional office, when issued for the first time; later, it can also be obtained through the State Enterprise “Document”.• Immigration permit – territorial office of the SMS (regional office). Based on this permit, a permanent residence permit is issued either through the SMS office or the State Enterprise “Document”.• Citizenship – territorial unit of the SMS (district office, etc.).
